PM Modi to RERA heads at PRAGATI meeting: Must register all projects, act on buyers’ complaints

New Delhi, May 29, 2025 — Prime Minister Narendra Modi has called on Real Estate Regulatory Authorities (RERA) across India to register all real estate projects and resolve homebuyer complaints quickly. He issued this directive during the latest PRAGATI meeting, a platform where the Prime Minister reviews government schemes and public grievances with top officials.

PM Modi: “Buyers Must Get Timely Justice”

PM Modi stressed that RERA’s main purpose is to protect the rights of homebuyers and ensure fair practices in the real estate industry. He urged state authorities to fully enforce the Real Estate (Regulation and Development) Act, 2016.

“All housing and commercial projects must be registered without exception,” he said. “People invest their life savings in homes. Their trust must not be broken.”

He also noted that delays in addressing buyer complaints are eroding public confidence in the system.

RERA Must Act Quickly on Complaints

The Prime Minister directed RERA bodies to treat every complaint from a homebuyer with urgency. He said people should not have to wait months or years for justice. If complaints go unanswered, trust in the law weakens.

He encouraged the use of technology to improve how complaints are received, tracked, and resolved. PM Modi called for public dashboards that show complaint status, developer records, and project progress in real time.

Push for Digital Oversight and Monitoring

PM Modi suggested that every state should create a strong digital system to track real estate projects. He proposed a national dashboard that provides a clear view of project approvals, complaint resolution timelines, and action taken against developers.

“This information should be available to the public,” he said. “When people see results, they believe in the system.”

Such a dashboard would help buyers make better decisions and also encourage developers to stay compliant.

States Asked to Tighten Implementation

The Prime Minister expressed concern about uneven implementation across states. While Maharashtra, Gujarat, and Karnataka have made good progress, others are still behind. Some states allow builders to start projects without registering them, which violates the law.

PM Modi asked Chief Secretaries and housing officials to work closely with RERA and ensure that no project slips through the cracks. He also asked for regular reports on compliance and enforcement efforts.

Homebuyers Welcome the Intervention

Homebuyers across India welcomed the Prime Minister’s strong message. Many of them have faced years of delays and legal battles to get possession of their homes.

Rachna Mehra, a Noida-based homebuyer, said, “This gives us hope. We’ve waited too long for justice. If RERA now acts fast, we may finally get our homes.”

Online, #PMModiForHomebuyers started trending as people shared their experiences and expectations.

Builders Want Balanced Regulation

While buyer groups praised the move, developers urged the government to also fix delays in the approval process. They said genuine developers often get caught up in red tape.

A CREDAI (Confederation of Real Estate Developers’ Associations of India) spokesperson said, “We support PM Modi’s vision. But the system should also help us complete projects faster. Without timely permissions, even honest builders suffer.”

Industry experts believe that real estate reform must focus on both accountability and ease of doing business.

PRAGATI: Governance in Action

The PRAGATI platform allows the Prime Minister to review projects, policies, and complaints with top government officials. During this meeting, PM Modi focused heavily on the real estate sector, especially delays in project delivery and complaint resolution.

He said that the sector plays a major role in the economy, creating jobs and contributing to GDP. For it to grow, it must be transparent and accountable.

What Comes Next?

The government is likely to issue new guidelines to state RERA bodies soon. These could include stricter penalties for unregistered projects and timelines for resolving complaints. There may also be a push to publish more data online, making the system transparent and user-friendly.

This renewed focus on RERA may finally bring relief to the thousands of buyers who have been waiting for action. With firm leadership from the top, India’s real estate sector could see stronger regulation and renewed buyer confidence.
